Thank you once again for trying to help. I have done all the things that you suggest but sad to say they do not solve my problem.
After a lot of trial and error I have discovered
The “magic” is not so magical but I do like the precision of using a fine point! It just does not work quite as it is described by Apple. Or maybe my iPad is a dud?

unfortunately, none of the instructions relating to the ‘two finger’ stretching work! This is my problem! The support page is incorrect for the iPad Pro.
But no where does it tell you that!

Your use of an Apple Pencil was not previously disclosed or suggested. As you observe, the behaviour of the Floating Keyboard differs when invoked from the Pencil - and as now described, is entirely consistent with that normally expected...
The Floating Keyboard can be freely repositioned, or expanded to full size, when using touch - but is of fixed size when invoked by the Pencil.
Apple do invite constructive feedback and feature requests via their feedback portal:

It certainly works with my iPad Pro models of iPad...
If you continue to have difficulties expanding the keyboard, a forced-restart may resolve an isolated problem:
