This is a common complaint on the developer forums.
However, the few times that anyone ever follows up, it becomes clear they are just fly-by-night scammers, trying to get a developer account anonymously using gift cards or something.
Unfortunately, as of a few years ago, Apple had over 42 million registered developers. They really don't need any more. If there is anything wrong, or even slightly suspicious, in the most minuscule way, with your application, why should they bother? I'm afraid it's a buyer's market.
