iCloud Passwords on Windows doesn't sync at all

I've been trying to sync my passwords on my Windows machine, but it gets stuck on the same screen every time. I've tried everything: I erased all my passwords from iCloud (after backing them up) and set everything up from scratch—even creating a new password directly on my Windows machine. Still, it doesn't sync at all.

Interestingly, iCloud Drive and Photos sync without any issues, but the password feature just won't work.

Any help or advice would be greatly appreciated.

I was thinking that maybe my pc specs are affecting something.
