Why won’t my MacBook get iPhone calls in the UAE?

Can anyone please suggest if I am missing any settings on iPhone or Facetime on the Macbook. I am in the UAE, where most of the VOIP applications are blocked. Is any one tried incoming calls continuity on Macbook in the GCC region.
