From your screenshot provided, I can see that your Talk to Siri is disabled, which would explain why Siri isn't working. Please go to Settings > Screen Time > Content and Privacy Restrictions > Intelligence and Siri > Turn on Siri and Dictation.

Is your iPhone's Region and Siri Language the same and supported? I do see the subtitle in your screenshot that states "Apple Intelligence is not available when iPhone is set to English (world)", and you have Siri set to Russia.

I think I figured it out. Apple Intelligence is currently not supported in Russia or Russian, so having your language set to that would likely explain it. Try changing it.

So, if I understand correctly, both the language for the phone and for Siri is set to English? Is your region set to match whatever version of English you're using (eg. U.S. for English(U.S))?
