Notes numbered items count up different between ipad and iphone

I use apple note for a daily inventory. I number my items 1 2 3 4 etc. On ipad i enter ‘1.’ and write my item I hit return and the next line auto fills the 2. The 3. Etc this is good but when I look on my iphone it’s numbered 1 4 10??

The first picture is on my ipad and the second is on my iphone

I can fix it by putting the curser after the 4 deleting back to line 1 then return again and it all resolves.
