Your question is confusing. You say no photos show on your widget, then you say you don’t use iCloud Photos? That would explain it. Do you want to get rid of the widget, if so hold on it and tap Remove Widget. Otherwise please specify.

I cannot get my device to duplicate your problem. I do use iCloud photos, but the instructions for adding a photo widget on the iPhone state that you do not need to use iCloud photos. Where does the problem seem to start? Are you able to edit the home screen to add a photos widget? If so and you press on the widget after adding it, do you see the icons at the top of the setting menu for the widget? Have you tried changing the different icon setting there?
